Das Bauwesen in Europa erholte sich rasch von den negativen Auswirkungen der COVID-19-Pandemie und wuchs 2022 um weitere 3,0% gegenüber dem Vorjahr (2021 +5,8%). Das Bauvolumen stieg 2022 in den 19 Euroconstruct-Ländern auf rund 1.900 Mrd. €. Der Ukraine-Krieg und der damit verbundene Wirtschaftseinbruch in Europa erzeugen ebenso wie die stark gestiegene Inflation Druck auf das europäische Bauwesen. Euroconstruct erwartet daher für die im Netzwerk vertretenen Länder stagnierende Bauvolumina in den Jahren 2023 und 2024. Ein verschärftes Zinsumfeld und das mangelnde Konsumentenvertrauen belasten insbesondere den Wohnbau, der sich am ungünstigsten entwickeln dürfte. Impulse könnten vor allem vom Tiefbau ausgehen. In Österreich dürfte die Wachstumsabschwächung sogar noch stärker ausfallen als im europäischen Durchschnitt – mit +0,2% stagnierte die heimische Bauproduktion bereits im Jahr 2022. Hintergrund des zaghaften Wachstums sind einerseits die drastischen Baukostensteigerungen, die die hohen nominellen Zuwächse zunichtemachen. Hinzu kommt die Schwäche im Wohnungsneubau, der im Jahr 2022 schrumpfte und sich auch in den kommenden Jahren mäßig entwickeln wird. Dies wird nur teilweise durch die Sanierung und einen starken Tiefbau kompensiert.

European Construction Industry Faces Stagnation. Euroconstruct Forecast until 2025
Construction in Europe recovered quickly from the negative impact of the COVID-19 pandemic and continued to grow by a further 3.0 percent year-on-year in 2022 (2021 +5.8 percent). Construction volume expanded to around 1,900 billion € in the 19 Euroconstruct countries. The war in Ukraine and the associated economic slump in Europe put pressure on the European construction industry, as does the sharply increased inflation. Euroconstruct therefore expects stagnating construction volumes in 2023 and 2024 for the countries represented in the network. A tighter interest rate environment and a lack of consumer confidence are weighing particularly on residential construction, which is likely to develop most unfavourably. Stimuli could come primarily from civil engineering. In Austria, the slowdown in growth is likely to be even stronger than in the European average – at +0.2 percent, domestic construction output has already stagnated in 2022. The timid growth is on the one hand driven by the drastic increases in building costs, which are cancelling out the high nominal growth. This is compounded by the weakness of new residential construction, which contracted in 2022 and will also develop moderately in the coming years. This will only be partly offset by renovation and strong civil engineering.
