We propose a novel identification strategy to measure monetary policy in a structural VAR. It is based exclusively on known past policy shocks, which are uncovered from high-frequency data, and does not rely on any theoretical a-priori restrictions. Our empirical analysis for the euro area reveals that interest rate decisions of the ECB surprised financial markets at least fifteen times since 1999. This information is used to restrict the sign and magnitude of the structural residuals of the policy rule equation at these shock dates accordingly. In spite of its utmost agnostic nature, this approach achieves strong identification, suggesting that unexpected ECB decisions have an immediate impact on the short-term money market rate, the narrow money stock, commodity prices, consumer prices and the euro-dollar exchange rate, and that real output responds gradually. Our close to assumption-free approach obtains as an outcome what traditional sign restrictions on impulse responses impose as an assumption.

This part of the final report puts together the results of different models and presents research findings in the five areas which were inputs for part one "Synthesis". It is based on more than 160 new research papers, produced by 34 research groups cooperating in the project, but also on existing literature.

Der modernen Außenwirtschaftstheorie entsprechend ist zu erwarten, dass die Einführung der gemeinsamen Währung durch eine Verringerung der fixen und variablen Handelskosten eine Zunahme des Außenhandels im Euro-Raum zur Folge hatte. Da die Wirtschaft im Euro-Raum schwächer wuchs als bei ausgewählten Handelspartnern, ergaben sich hier aber gegenläufige Tendenzen, sodass einfache deskriptive Statistiken hier keine offenkundige Evidenz liefern. Der Anteil des Intra-Eurozonenhandels nahm seit der Realisierung der Währungsunion sogar ab. Die überwiegende Zahl der ökonometrischen Studien weist jedoch auf positive Handelseffekte der gemeinsamen währung in einer Größenordnung von 10% bis 15% hin. Ein großer Teil dieser Effekte ist auf eine Ausweitung des bestehenden Handels zurückzuführen, während die Ausweitung der gehandelten Güterarten eine geringere Rolle gespielt haben dürfte. Überdurchschnittlich hohe Effekte sind in Branchen mit einem hohen Verarbeitungsgrad und starker Produktdifferenzierung zu verzeichnen (pharmazeutische Industrie, Maschinenbau, Konsumgüterindustrie). Die größten Exportsteigerungen infolge der Einführung der gemeinsamen Währung ergeben sich für Deutschland, für Österreich liegen die Ergebnisse ebenfalls über dem Durchschnitt des Euro-Raumes. Kleine Länder, die der EU erst unlängst beigetreten sind, profitierten von der Währungsunion überdurchschnittlich; die Auswirkungen künftiger Beitritte zur Währungsunion könnten somit stärker ausfallen.
This paper provides an economic assessment of export credit guarantee commitments by the Austrian export credit agency, using firm-level data on a cross-section of 178 Austrian exporting firms for the year 2008. In a first step, we estimate the relative importance of various determinants of export guarantee usage. Results suggest that the most crucial determinants are: firm size, whether or not the firm is part of a multinational enterprise, exposure to revenue risk, and R&D intensity. In a second step, we investigate the effects of export guarantees on export performance. Identification is achieved by using as instruments the exogenous determinants of export guarantee usage identified in the first step. We find that there are economically and statistically significant effects of export credit guarantee usage on firm-specific export performance ranging from some 80 to 100 percent compared with the control group of non-users.
