This study links public sector efficiency to firm growth via several microeconomic channels. The results show that greater public administration efficiency induces higher rates of fast growing firms. Especially corruption and ineffective justice systems were identified as the factors that most impede firms' growth. In addition, public service provision that relies on fees rather than on taxes was associated with higher efficiency.

The aim of the study is to collect best practices among EU countries performing market surveillance on products sold online. We analyse existing practices and identify elements which proved to be effective and which could be replicated in other countries. Collecting at least 10 examples of good practices in enforcing safety and compliance regulations for consumer goods sold online and evaluating their effectiveness shall provide the basis for the analysis of success and fail factors in order to present recommendations for policy makers to improve the market surveillance and enforcement of safe online consumer products.

The study investigates industrial policy actions among major players in international trade outside the EU (e.g., USA, China, Brazil, Korea, Japan and Russia) and ways to promote a level playing field globally. This includes strategies within international fora to address state intervention including issues like public procurement rules and matching clauses. The study takes into account the potential distortive effects of public support measures and provides an assessment of whether the scale of intervention should be a reason of concern for the EU, and if so, which industries or policy domains are concerned. The aim of the study is to provide new empirical evidence on the degree and modes of internationalisation of European SMEs using various firm level datasets. A specific objective of the study is to investigate the link and causality between firm growth and international activity, in the sense, for example, of whether there may be critical thresholds below which firms are less likely to export. A further focus of the study is the role of indirect exports. We investigate drivers of internationalisation and firm characteristics of internationally active SMEs as compared to non-internationalised firms. Indicators, such as the export participation and export share of SMEs as compared to large firms are calculated. Particular attention is put on the patterns of SMEs exports by destination region (EU, EEA, other countries). The study uses probit and two-part models to determine the export status and export intensity. Possible factors influencing the export decisions of SMEs include the initial level of labour productivity, innovation activities, foreign ownership and geographical location and policy factors such as business climate conditions. Based on the empirical results, we develop a set of policy recommendations. The project is part of the WIFO-led Framework Contract and provides one of the background studies for the European Competitiveness Report 2014. It is conducted in cooperation with ESRI, CIREM and Statistics Sweden.
