Mit der Diffusion des Konzepts der nachhaltigen Entwicklung in Politik und Gesellschaft wurde zunehmend erkannt, dass die
derzeitigen Produktions- und Konsummuster nur eingeschränkt zukunftsfähig sind. Auf internationaler Ebene werden Strategien
für ein ökologisch nachhaltiges Wachstum diskutiert ("OECD Green Growth Strategy", Strategie "Europa 2020"). Dabei wird die
Relevanz von Umweltinnovationen, d. h. der Entwicklung von umwelt- und ressourcenschonenden Technologien, hervorgehoben. Wie
die Ex-post-Analyse der Performance der österreichischen Unternehmen im Bereich Umweltinnovationen auf Basis der OECD-Patentdatenbanken
zeigt, verlor die Entwicklung des Forschungsoutputs (gemessen an der Zahl der Patente) in der jüngeren Vergangenheit in Österreich
an Dynamik, eine deutliche Spezialisierung auf Umwelttechnologien ist nicht mehr festzustellen. Der Vergleich mit dem Politikumfeld
in erfolgreichen Ländern und die Ergebnisse einer Expertenbefragung machen Erfolgsfaktoren für eine nachhaltige Unterstützung
von Umweltinnovationen sichtbar. Dazu zählen, etwa stabile Rahmenbedingungen mit ambitionierten umwelt- und energiepolitischen
Zielen, die zentrale Nachfragetreiber für Umwelttechnologien sind und damit auch entsprechende Innovationsaktivitäten auslösen.

Austria 2025 – Environmental Innovations in Austria. Performance and Success Factors
Over the past decades, the concept of sustainable development has been largely internalised by politics and society and it
has been increasingly recognised that current production and consumption patterns may not be viable for the future. At the
international level, strategies for environmentally sustainable growth are discussed ("OECD Green Growth Strategy", "Europe
2020 Strategy"), highlighting the relevance of environmental innovations, i.e., the development of environmental and resource-saving
technologies, for sustainable development. As is shown by an ex-post analysis of the environmental innovation performance
of Austrian businesses based on OECD patent data, the dynamics of the research output (measured in patents) has decreased
in Austria in recent years and a pronounced specialisation in environmental technologies in the innovation system can no longer
be observed. A comparison with the policy framework in the EU's innovation leader countries as well as the findings of an
expert survey provide guidance for a successful support of environmental innovations. A stable environmental and energy policy
framework with ambitious goals is essential since it increases demand for environmental technologies and thus triggers innovation
activities.
The research programme "Austria 2025" has received funding from the Federal Ministry for Transport, Innovation and Technology,
the Federal Ministry of Science, Research and Economy, the Oesterreichische Nationalbank, the Climate and Energy Fund, the
Federal Ministry of Labour, Social Affairs and Consumer Protection, the Hannes Androsch Foundation at the Austrian Academy
of Sciences. The Austrian Chamber of Labour, the Federal Ministry of Agriculture, Forestry, Environment and Water Management,
the Austrian Chamber of Agriculture and the Austrian Economic Chambers funded each a project to be included into the research
programme.
